Federal laws are only implicated if the kiddie porn travels across state lines. While that's usually the case with internet porn, it is very difficult to prove where a particular image on a guy's hard drive came from so the fed rarely prosecutes people for kiddie porn. It is usually left up to the states.

Also, fortunately, federal law is currently written much more narrowly than most state laws and virtual depictions of kid fucking is legal unless it is also "obscene". I can't say for certain what would constitute obscene kiddie porn as there is a dearth of case law on the subject. That Hentai Tentacle-fucking-cheerleaders stuff is ok though, so I gotta imagine the bar must be pretty high.

The problem is that everybody goes for Australia at the start, it's a bottleneck and the survivors emerge bloodied and battered.
